The Alcohol and Gaming Commission of Ontario issues manufacturer's license which allows manufacturers of Ontario wine, beer or spirits to sell their products to the LCBO. This is not a license to manufacture beverage alcohol.

Further information on this license can be obtained in the attached link: http://www.agco.on.ca/pdf/forms/2087e.pdf. Page five of this document provides the contact details of several organizations that would be able to assist manufacturers of wine, beer and spirits with regard to the actual manufacturing process.
