Can GST still be collected if it was initially not charged?

If I was required to charge GST and didn't, can I go back to the customer and charge it and are they required to pay it?

Hank Bulmash answered:

Your reader can go back to a customer and collect GST. In the GST system the supplier is only the collector of GST. He's a government agent. The ultimate recipient of the tax is CRA. So the issue is not solely between the supplier and the customer. It's actually between the supplier, the customer and CRA.
